As the local coordinating agency for the Emergency Food and Shelter Program (EFSP) in the Houston/Fort Bend & Harris Counties and Waller County jurisdictions, the Alliance of Community Assistance Ministries (ACAM) fully expects the Department of Homeland Security/Federal Emergency Management Agency to allocate funding for EFSP Phase 41 in our jurisdictions. Any nonprofit, faith-based, or local government agency that provides food and shelter services may apply for funding in order to supplement and expand existing homelessness prevention, food, and shelter programs. Previous or current participation in EFSP is not a requirement to apply. ACAM is managing this competition and will make Phase 41 applications available at https://acamweb.org/funding-vendor-opportunities on September 27, 2023, along with all other competition information and eligibility requirements. Houston/Fort Bend, Harris Counties Local Board for Emergency Food and Shelter Program Announces American Rescue Plan Act (ARPA) Supplemental Reimbursement Funding for Organizations Providing Humanitarian Aid to Migrants

The Alliance of Community Assistance Ministries, on behalf of the Local Board for the Emergency Food and Shelter Program (EFSP), announces the American Rescue Plan Act (ARPA) Supplemental Reimbursement program for nonprofit, faith based and government entities that provided humanitarian aid to migrants encountered by the U.S. Department of Homeland Security (DHS) from January 1, 2021- September 30, 2021. Agencies applying for the ARPA Supplemental Funding must be able to identify the eligibility of the clients and eligible expenses. Supplemental Reimbursement through ARPA is not guaranteed. The American Rescue Plan Act was signed into law on March 11, 2021 and provides $110 million for the Federal Emergency Management Agency’s (FEMA) Emergency Food and Shelter Program (EFSP) to reimburse local communities that have been supporting a significant influx of southern border migrants.

Any nonprofit, faith-based, or government agency may apply for Supplemental Reimbursement through ARPA, regardless of current or former EFSP participation. NOFA – EFSP Supplemental Appropriations For Humanitarian Assistance Funding

This notice is to advise that the National Board for the Emergency Food and Shelter Program (EFSP) is now making available all remaining Supplemental Appropriations for Humanitarian Assistance (SAHA) funds for a Round 3 application period; approximately $4.1 million remains for distribution. Since relatively so few dollars remain, eligible expenses will be considered and prioritized for reimbursement according to sheltering, feeding, transportation, basic heath and first aid, and then other supportive services. This announcement is in regard to the Request for Proposals (RFP) issued by the Alliance of Community Assistance Ministries, Inc. (“ACAM”) Homelessness Prevention Services. The Alliance of Community Assistance Ministries, Inc. has evaluated the proposals received using the evaluation criteria identified in the RFP, and ACAM is hereby announcing its conditional contract award(s) to the following offerors(s):

The offeror(s) listed above received the evaluation team’s highest ranking(s). (ACAM) hereby requests quotes from accounting firms and/or contractors to perform accounting services for various homelessness prevention & intervention projects such as ESG, ESG-CARES, CDBG as specified in RFP No. HPAS-2020. ACAM has received contracts from the Texas Department of Housing and Community Affairs for ESG and ESG-CARES. Interested parties may obtain the RFP as of Tuesday, September 1, 2020.

For consideration, ACAM must receive proposals via email to [email protected] no later than 12:00 PM CDT on Wednesday, September 16, 2020. Proposals received late or incomplete will not be considered. ACAM reserves the right to negotiate with any offerors that submit proposals. ACAM complies with 2 CFR Part 200 and all applicable federal, state, and local laws, regulations, and ordinances for procurement. The timestamp on the recipient email will serve as the official time of submission. Early submissions are encouraged to avoid delivery issues.
